in this universe the main cast of Tokyo ghoul never existed thus creating an AU

years ago there was a small group of Ghouls that had a chokehold on Tokyo. The Six Reapers of Tokyo who at the time were considered the six strongest ghouls not only in Tokyo but Japan. The CCG had multiple operations to eliminate the Reapers but failed however three years ago the CCG managed to unravel the six reapers and they were presumably all killed by the “White Reaper”

Due to the hold the reapers had Ghouls across Tokyo were to scared to even make a move on anything the reapers owned thus Ghouls crime (apart from the reapers) dropped dramatically in the wards ran by the reapers. When the reapers all “died” the myth left behind still shook ghouls however with the reapers gone and ghouls crime on the rise a power struggle is already occurring. Ghouls crime is beginning to skyrocket again and the CCG is doing the best they can to stop the ghouls from taking a hold of Tokyo

The CCG has kept this power struggle a top secret from the public. Because if the ghouls take Tokyo it would mark the end days for Japan as we know it. The conflict brewing on the streets and even politically could result in a full scale war between the CCG and the entire ghoul species within Japan. A war that could shake the world.

Will the CCG have what it takes to maintain control of power within Tokyo whilst fighting off a potential war or will the scales tip and control lands in the hands of the ghouls forever changing history as we know it.
